What is the Certification of Origin “Made in Curaçao”?
The Certification of Origin “Made in Curaçao” (officially titled *Certificate of Origin of Curaçao*) is the formal document that confirms a product has been manufactured or substantially processed in Curaçao. It is issued under the Besluit origine-certificaat van Curaçao and administered through the Ministry of Economic Development (MEO).
The certificate serves two important purposes:
Trade & Export — It is the official proof required for preferential market access, especially under the Overseas Countries and Territories (OCT) arrangement with the European Union. Exporters who hold this certificate can register in the EU’s Registered Exporter (REX) system and benefit from preferential tariff treatment when exporting to EU member states.
Local Authenticity & Market Distinction — For products sold on the local market (particularly souvenirs, handicrafts, and consumer goods), the certificate signals genuine Curaçao origin. This helps consumers, tourists, and retailers distinguish authentic local production from imported imitations.
Eligibility Criteria
A product may receive the Certificate of Origin when it meets one of the following conditions:
The product is wholly obtained or produced in Curaçao; or
The product incorporates imported materials but has undergone substantial processing in Curaçao.
Substantial processing is defined as local added value of at least 20% of the ex-factory price. In special cases the Minister of Economic Development may approve a deviation from this threshold.
For souvenir and craft products promoted under the “Made in Curaçao” initiative (especially those supported through Fundashon Marshe vendor programs), a higher local-content target of **50%** is encouraged to strengthen authenticity and market differentiation.

Full list of raw materials, components, and packaging materials, including:
- Country of origin of each item
- Purchase prices
- Customs (HS) codes
- Calculation of local added value (showing that the 20% threshold — or higher target where applicable — is met)
- Ex-factory price of the finished product
- Any additional technical or quality documentation relevant to the product category
Incomplete applications cannot be processed.
Application Process
- Complete the official application form fully and accurately.
- Attach all required supporting documents listed above.
- Submit the complete package to the designated authority (Sector Director of Foreign Economic Cooperation or the official designated by MEO).
- After review and verification of the production process and value-added calculation, the Certificate of Origin of Curaçao is issued.
- A copy is forwarded to the Minister of Economic Development.
Once you hold the certificate, you may use it for REX registration (for EU preferential treatment) and for local “Made in Curaçao” branding and promotion.
